Home energy incentives come from three places that do not share rules: state programs under the federal Home Energy Rebates, rebates and special offers from ENERGY STAR partners, and federal tax credits with their own dates and limits. Ask each source for its current status before you sign a contract, and ask the contractor in writing which savings the quote assumes.
| Kind | Who runs it | How to check |
|---|---|---|
| Federal Home Energy Rebates | State, territory or Tribal programs | Contact your State or Territory Energy Office |
| Rebates and special offers | ENERGY STAR partners | The ENERGY STAR rebate finder, by zip code |
| Federal tax credits | The IRS | The IRS credit pages and a tax professional |
What do the federal home energy rebates cover?
The Department of Energy’s Home Energy Rebates Program includes two rebates. The HOMES rebate is for eligible whole-home upgrade projects at all income levels and offers up to $8,000 based on modeled energy savings, with a minimum savings of 20 percent. The HEEHR rebate covers the purchase and installation of efficient appliances and building envelope materials, offers up to $14,000 and is paid at the point of sale at retail outlets or through contractors. Grantees may raise rebates for households with income under 80 percent of the area median.
Are the rebates open where you live?
The Department of Energy says the rebates are available in select states and tells households to contact their State or Territory Energy Office for the status and eligibility requirements. Ask that office whether the program is open, whether your income and project qualify and whether a contractor must take part, and ask whether the money comes off the price at the point of sale or arrives later.
Where do rebates on certified products come from?
EPA’s ENERGY STAR rebate finder lists rebates and special offers from ENERGY STAR partners on certified products, and it starts from your zip code. Ask your electric or gas utility whether it runs its own program, and check the finder for the product you plan to buy before you order it.
What does the IRS say about the federal tax credits?
The IRS says the Energy Efficient Home Improvement Credit equals 30 percent of certain qualified expenses, with annual limits, and that you can claim it for improvements made through December 31, 2025. It says the Residential Clean Energy Credit equals 30 percent of the cost of qualified clean energy property installed from 2022 through December 31, 2025, and that it is not available for property placed in service after that date. Read both IRS pages for the current rules and ask a tax professional whether any credit applies to work you install now.
What should the quote say about incentives?
Ask the contractor to list every program the price counts on, who applies for it, whether the product model qualifies and what happens to the price if the program is unavailable. Keep the program page, the date you read it and any approval in your records.
Check Each Incentive Source Before You Sign the Contract
Ask each bidder to confirm which program each saving comes from, the date it was checked and who applies for it, using a list you attach to the request. This guide is general information and neither legal advice nor tax advice.
